1) Caller Announce says it can't initialize the speech engine. Why?

Caller Announce uses Microsoft's 'Whistler' speech engine to produce speech. Windows '95/'98 do not include the Whistler speech engine so it must be downloaded separately and installed. You need both the speech engine and the API available on the Caller Announce web page.
